Yes. Very much so. China , like many other countries, welcome tourists, educators, technologists, businessmen, statesmen from abroad who bring to their country money, investments, knowledge and relationships that will help them to further develop their economy and society.

Yes I'm sure China does welcome strangers if strangers = tourists. Although I can't say for sure because I've never been there.

I was asking my friends about that just the other the day.
They said that especially in the rural areas you will be stared at (just like japan)
They said that if I were to go to a Chinese University then people would come up and talk to me and stare at me and follow me around. The difference with this and Japan is that in Japan the kids do that, but not so much the adults and college kids who still have to 'look cool' plus the whole Japanese, (how do I put this) the fact they ignore anything not related to them, while Chinese are much more upfront and do and say as they think, without having to save as much face as the Japanese.
So yes, China welcomes strangers, of course in the city there will be the normal tourists and businessmen, but in other parts of China, you will be something to stand out to everyone.

we live in japan and have travelled to china a few times. they are very welcoming to strangers. some more rural areas aren't used to seeing foreigners so you may feel like a celebrity (being stared at and photographed). Just enjoy it and pretend you are famous. they are lovely people!

Yes, although outside of the tourists areas communication can be a bit difficult.
