I am about to take a job in Kentucky, but want to live in Cincinnati. Do i have to pay income tax to both states?

You'd have to file a return in both states. The tax you pay to one state would be deducted from the taxes due on the other return.

Yes, you would need to file as a nonresident in your work state, and file as a resident in your residence state. The work state will tax your wages earned in that state, and your residence state will tax all of your income on a worldwide basis. To offset double taxation, you would be able to claim a credit against the tax in your residence state for the taxes paid in your work state on the same income.
