I checked the Central Bank of Egypt giving a rate of 5.69
But my local money changer in Singapore only give 4.72 to US$1!!! So should I change them in Egypt local banks, agents or at Cairo Airport? Which will give a better rate and safer?

The current rate is 5.71 pounds for one US dollar. In Singapore try to go to large exchange companies or to banks to get a good exchange which should be a little bit lower that the above rate; maybe 5.5 pounds/1 US dollar. The rate you got (4.72) is not reasonable as the exchanger is trying to take advantage of your need. Anyways, the US dollar is widely accepted throughout Egypt, so you can exchange it there. Banks and hotels are good places to do the exchange.

Egyptian local banks or at the airport exchange kiosk would be a good idea.
