Simplest way is go to geocities, freewebs, or any other free site, and sign up and pick a template, and post pictures, add text, pretty simple. If you want a myspace site, sign up then look for myspace layouts in a search engine. Find one you like, then copy and paste the code like it says.
If you want a real website, with homemade graphics by you, then you need a graphic program. For a free one, look up gimp or inkscape. look for tutorials on deviantart.com and/or any other tutorial site. Make the graphics, then find some html tutorials. You could teach yourself how to do a simple site in a few days of practice.

I wanted my own website, so I used .ws This costs 10.00 per month and has hosting, email accounts, site builders, ftp uploads, etc. It's great. You get a 7-day free trial, too. The best part of this is you can choose virtually ANY name. I used my first and last name for mine. You will also earn money while having your website. It's pretty cool and does work, believe it or not. I am still in the process of building my site, as I don't know what all I want on it, but so far it's coming along great. You can either build your web site from scratch by using html or drag and drop programs such as FrontPage, or use a web host's site builder if available.
Then just get an account with a free web host or pay for a registered domain and upload it on their servers.
