Not sure what you mean. You have the disc bell, which is what the alloy bolts to, and the brake disc, then there's the caliper.
I guess you mean the caliper as it's normally painted red on performance cars (thanks to them being made by Brembo or AP normally).
You can buy laquer paint for about £20 as a kit specifically to paint calipers, but set aside a day, and be prepared to get mucky and have scraped hands.
Don't just get hammerite spray and try just painting whats there, it'll flake off in a matter of mintes as the caliper heats up with braking effort.

I'd guess your talking about the brake calipers, They are part of the braking system and are expensive. When you see coloured ones they most likely have been painted.

It sounds like (from your confusing description) the disk brake callipers, which are sometimes coloured to highlight their presence (especially if they are good ones). They often have the manufacturers name on them.

You may be thinking of disc brake dust shields that have been painted. try this site to see if that's what you mean.

You are talking about rims. You want to buy your love new rims for his hot rod. If I am wrong it does not matter, you stile want to but your love new rims. If you buy your love new rim today, you will be raising your second child five years from today.
