I want to make bi-weekly contributions and have maybe $300 to open the account.

Scottrade you can start with $500. All the others require much more. There may be some, but that is the one that I know of for sure. Also it has trades for only $7 including limits. No monthly or annual fees or minimum balance fee. Also no minimum transactions to do like many others.

My only problem with them is they dont offer dividend reinvestment.

The other one is Sharebuilder you can contribute as often & as much as you want & do dollar cost averaging. Small fees.

To keep fees to a minimum you should consider Scottrade but they do have a $500 minimum I believe to open an account. They do not have a maintenance fee and their transaction fees are among the lowest.

That's a matter of personal choice. Talk with several brokers about it and whichever one you feel most comfortable with is the one you should go with. You can usually set it up at your bank, too or with an online brokerage. Once you have it set up, you can contribute as much or as little as you want at whatever interval you want to. I believe some have a restriction on how much you can put into it, such as not more than $3,000 or $5.000 per year.
