It is a wave of air pushed by the plane, much like the bow wave when a boat goes through the water. It does not make any sound at the plane, but as the wave passes over people on the ground it acts like one big sound wave, which sounds like a boom. See the source.

I think it is similar to the effect of thunder ie when lightning strikes it cuts through the air and the sound of thunder is the air rushing back.
So when a plane gets to a certain speed it cuts through the air thus causing a sound boom!
Hope i made SOME sense!
