How tight of a budget? If you are travelling up or down I-95, one thing you'll notice is how much cheaper everything is away from the city. If you use suburban and rural hotels you'll get rooms at almost half the price of city hotels. Here are some things to think about:
1) The hike to Key West is an extra 200 miles, but I think it is worth it.
2) When traveling thru the deep south, you might want to go more toward Nashville and Atlanta rather than sticking to I-95 and the coast--there is more to see out there.
3) Pick a few beaches along the mid-atlantic. I'd stay away from Atlantic City and Ocean City because of the budget (even though both are great beaches, their attractions are expensive). Virginia Beach is great--relatively inexpensive (very inexpensive if you don't get a hotel right on the beach), and a nice place to swim, take in a free show, or whatever. The Outer Banks (NC,SC) have pricey accomodations, but there isn't too much else to spend your money on there--just nice, relaxing beaches.
4) Make sure you have at least a half day for Baltimore and a full day for Washington D.C. and New York. (More time in any of these cities is well spent--you could spend a week in DC and not see it all).
Hope that gives you some ideas. If you want to go super-low budget you could try camping, but in rural areas you can usually get a motel room for about $50 a night, so why live outside?

Amtrak?
Tour bus?
Drive?
What exactly do you want to see?
The blue Ridge parkway runs from like Georgia to Maine?
You can drive it. Very pretty.
Lots of vineyards in VA, you go to DC, Atlantic Cty - watch out for the prostitues there, they are mean.
Myrtle Beach, Jacksonville, Savannah.
Travel I-81 through PA- Amish land, AKA Lancaster. Phili is not far but a dirty city. You could go up to Atlantic City then NYC.
Or start from NYC and go down. I -81 to Tennessee is pretty too. Lots of wildlife parks, lakes through the east side.
Order some visitor guides/ books.
Great Smokey Mtns. Theme parks, water parks, hiking, horseback riding. Just get guides from all the states, visitor guides and find what you like.

Well, this is a seasonal idea, but camping is a great way to save money as you travel. Saves a fortune on hotel prices. I did this myself last summer and loved it! Camp sites are about 20 dollars for the night as compared to 100 dollars or more a night for a hotel. You just need to buy an air mattress & air pump ($25) and a tent. ($40) We prepared our own food at the camp site too which saved quite a bit of money as well. Plus you really get a feel for where you are when you camp out unlike hotel rooms. I plan on doing it again as soon as it gets warmer.
