Learning is a more or less permanent change in behaviour as a result of some kind of experience - it could be learning new words, new games, where places are, how to do something... We can all learn at any age and we do constantly as long as we are having new experiences.
Development is more concerned with the growth of thinking and problem-solving strategies from 0 to mid-teens (-ish) and runs parallel with biological development.
There is a huge and rapid development of thinking and language between the ages of 0 and about 7/8 years old and then more, though rather more logical, systematic and perhaps hypothetical and ideological thinking between 7/8 and about 11/12 years. All of this involves learning in terms of acquiring knowledge as well as social skills and physical skills etc.
Have a look at the work of Piaget, Bruner and Vygotsky (or just 'cognitive development') and you will see how intellectual development takes place from the newborn to the early teens. Other researchers will have more to say about social and/or emotional development. Then of course there's biological development as well.....

Development is a progress. You can develop yourself in many ways such as practice, traveling etc. But earning may not always bring development; the information may not always transform into the knowledge; it depends on the characteristics of that person. An unschooled person may have lots of experience and wide vision while a high educated person looks at the world behind dark and narrow glasses. So, development is not dependent on learning.

the difference between development and learning is that development refer to improving by expanding or enlarging or refining, in another word a state in which things are improving.
whereas learning refer to Learning the process of acquiring knowledge or skill through study, experience or teaching.

They are similar, but I believe learning more often refers to acquiring new knowledge, whereas development refers to the body's ability to process information in new ways as it ages. Development is often more closely associated with psychology.
