Which government agency controls time/payroll issues?

I clock in at 6:01 am. The time clock rolls that to 6:15. I clock out at 2:59 the time clock adjusts that to 2:45. During that day because of time clock adjustments I get screwed out of 28 minutes...

The time clock may have been set to adhere to employer's HR policies, most time clocks I've seen record time as actual, analog or digital. If you thinks its unethical or illegal, contact your state's Department of Labor.
