Because when they flap their wings there is an upward force called lift that acts against drag to push them forwards and against gravity to keep them up. A duck flying upside down would very quickly end up with its head buried in the turf. Doesn't mean they can't occasionally perform barrel rolls and loop-the-loops though...

Same reason you do not walk about on your hands - do you???? The wings would have to be re-aligned and then their heads and in the end they would be flying upside down the right way up.
