You can actually prepare the paperwork yourself and call it a contested divorce. He doesn't have to sign for you to take it before a judge. The judge gets one whiff of the fact he ran out on YOU three years ago and it'll be all over but the shoutin'. (and celebrating)
I actually prepared all the paperwork for my first divorce myself. I bought an 80 dollar book at Barnes and Noble that had all the paperwork and instructions I needed and filed the necessary documents with the court. It was really quite easy.
Six months later...buh-bye jerkface.

You will want to contact the Circuit Clerk Office in your area, even the public library. Explain to them that you want the Pro Se Divorce packet and they should either have the forms or tell you where you can get them. Fill them out yourself, take them to the court house once they are completely signed and they will take care of the rest.

Tell the court of his new address and they will serve the papers on him with a hearing date. If he refused to sign the papers and refuses to show up to court to defend himself, then possibly the judge will rule in your favor because it shows the judge that he didn't care enough to even show up.

Go to the court house, they have easy to fill out papers and instructions to do this yourself. You don't need his signature you can do other things, like put a ad in the paper. Read over the instuctions they well tell you. What a jerk this guy is....

Consult an attorney. The paperwork does not necessarily have to be signed. You can advertise the divorce in his newspaper of record and then be divorced from there.

Who wants you to give him money before they sign??? I dont understand this... Have your lawyer contact their lawyer and find out what is going on.. You may have to take him to court....
