You can, but it's a bit heavy and takes a while to break down.
Have you thought about digging out the border and burying the turf at the bottom. That way you enrich the border and get rid of the unwanted turf.
As it's still winter (officially) I would dig over the bed, burying the turf and then fork it over in the Spring before planting whatever you choose to grow there. Once it's planted if you give it a mulch with a couple of inches of well rotted manure or composted bark chips etc, then this will help to feed the plants, improve the soil and keep the weeds down very well.
Hope this helps a bit.

It would be better to put it upside down somewhere other than on the compost heap as it will take about 12 month for it to rot down completely, cover it with compost bags and leave the rest to the worms

The answer is yes.
If you put it in layers with other things, then this will be fine.
Or if you dont want to put it on your compost heap just yet, pile the turfs grass side down on top of each other, this will rot down quite well. We did this last year and used the softened turf as topsoil to build level of flower beds up.

Yes you can. Shake off as much soil as possible. It will deposit a lot of nitrogen into the compost. But it can take a long time to compost down.

Yes you probably could but it would take a long time to break down and you must make sure its root-side up and covered or it will root in your compost and continue to grow. if its only a small area you could spray the area with total kill herbicide which would save you the effort of lifting the turf.
