What does an "on-line broadcaster" broadcast?

I know what a radio or television broadcaster's job incorporates, but what would an on-line broadcaster broadcast? To whom would he or she broadcast, and from what "station" would the broadcasting be done? I'm really confused on this one! Thanks ahead of time for your answers! Have a great day! Annie
