You're not going to get an easy answer on this one.

China claims Tibet belongs to China.

The Tibetans in exile (such as the Dalai Lama and the exile community in India and around the world) claim Tibet belongs to the Tibetans.

The Tibetans still living in Tibet probably believe it belongs to Tibetans, but they cannot say so or else they will be arrested, tortured, or murdered, as so many have been before.

Most people around the world believe that Tibet should be a free country. Unforunately, China is such a powerful economic force in the global economy and so many countries' economies depend on China (such as the USA) that they dare not question Chinese claims to Tibet.

This is sad indeed, because the Chinese control over Tibet is brutal and violent. Tibetan culture is gradually being erased. Tibet is being overrun by Chinese immigrants. China claims to be helping Tibet to "develop" but in reality, all the economic gains go to the Chinese immirgrants and not to the Tibetans.

Tibet was a sovereign nation-state until China invaded. In that respect Tibet 'belongs' to the Tibetans....

But the chinese policy of displacement, essentially genocide by breeding, is changing that...

Depends who you ask. Tibet says the Tibetans (well, actually, I think they are more the "nobody truly owns anything " types), China says something else.
