Depends on what you mean by survey. Opinion polls? I don't know who started the first one, but they were voting in ancient Athens and Rome and what are votes buy opinion surveys. Mary And Joseph were heading into bethlehem and there was no room at the inn, becasue Augustus Ceasar was conducting a census. He was counting and surveying everyone and everything in the Roman Empire.
