Because of the scope of it's site, I think CNET's forums are the best. They cover just about everything computer related. If there is anything more specific, it may not be the best, but for general computer info, this one is the tops!

There are thousands of forums... the best for me would be that which provides what I need at the time. That's what is so great about the Internet; Great sites/forums/blogs are just a click away.

We use WOWBB.com forum program. Very nice.
Also, Simple Machines look easy but with no spell check. www.simplemachines.org
