In book 1 Draco is being mean and just trying to frighten the others.
You must remember that Hogwarts is a magical place. If Hagrid tried raising werewolf cubs than they must be able to mate.
As for your spelling...who cares, I understand it and can actually give somewhat of an "answer".

Please check your spelling if you want people to understand your question, much less answer it. It's "book" not "buk," and "werewolves" not "warewolfs."

In book 1, Draco refers to OTHER werewolves who are rumored to live in the forest - remember, at the time, no one knew Lupin was a werewolf, so no one would have referred to him. The possibility of werewolves living in the forest matters to Draco and the others because they are afraid of getting bitten or killed by one.
In book 2, Hagrid tried to raise werewolf cubs because of his love for monsters (such as the dragon Norbert and the giant spider Aragog). Werewolves generally multiply by biting, but maybe it is possible that two werewolves could mate and produce cubs... or maybe they can't but Hagrid wanted to try raising wolf cubs to be part human... or maybe they were human babies that were bitten by a werewolf.

I think that the werewolfs in the forest story was probably left over from when Lupin went to Hogwarts, the same way the tales about the Shrieking Shack being haunted went back to when Lupin was confined there for his changes. Dumbledore might have spread the rumors to keep the students safe and away from the forest.

Because werewolfs are fantastic creatures there are many different myths about how they came to be and about how they procreate. My guess would be that in the world of Harry Potter werewolves can be made both by having puppies and by being bitten.

You are killing me for spelling werewolf wrong-------------------------What do you mean by why does it matter???? Let's say you were put in their sitiution and someone told you there were werewolves in the Forest that you are going to serve detention in??? Werewolves are and can be very dangerous at any time...Why do werewolves live in a MAGICAL FOREST...because there are Wild Werewolves and Human werewolves...Lupin had a family and did live with them...but I will admit that i have no idea where he lived in Books 1&2...He probably lived with his "own kind" which he mentioned in Book 6...I have a belief that werewolves can mate with there own kind ( You should watch Blood & Chocolate)but they rather mate with humans...Hagrid loves Monsters of all kind DUH!!!The bitings of werewolves are mostly by accidents they mean to kill you not really bite...Except for Fenir......

I think it's an oversight on the part of the author.

PS would it kill you to press spell check.
