Inbreeding is what is going to happen in this Country if females do not stop sleeping around with every Tom, Dick and Harry. They have babies , do not know who the fathers is, the fathers have babies with another woman, then the first woman's daughter ends up sleeping with her brother and they have kids and the kids sleep with their brothers and sisters unbeknown to them. That is inbreeding and that is why it is important to know who your mother and father is.:)

Inbreeding is related to the depth of the gene pool. If there are a lot of people then it is less likely to happen, however in communities where there is only a limited and static number of people sooner or later most people will be able to find themselves related to everyone else.
In some countries and cultures the laws and rules make it harder for this to happen and it is sometimes reflected in the language as to whether a relation is allowed to marry. So, in some cultures and languages a cousin is referred to as 'brother' or 'sister' and shows this person isn't suitable for marriage. Funnily enough in England cousins can marry (but I don't think it was so in Scotland until recently).
I'm not sure about mental problems but such constant inbreeding can cause physical problems due to a weakening of the genetic structure or simply a constant reproduction of genetic faults.
I believe that the Amish in USA have the highest level of 6 fingered people in US, due to the inbreeding, there being a limited number of families.

Inbreeding is sexual intercourse with a family member. Yes it still happens especially in areas where there are fewer people for young people to pick for mates. It doesnt make the children ax murderers but can cause all kinds of birth defects and intelligence problems. It is against the law to marry a close family member in the US I dont know about other countries.

Inbreeding happens in every country and culture, in fact in certain countries it is the norm.
Here in britain, it is illegal for close relations to produce children but it still happens.
The children of inbreeding may have some medical problems but most have nothing wrong with them at all.

Basically would you have sex with your brother or sister or your mum or dad? No it just doesn't seem right. as it is generally socially unacceptable and identified in most historic religious publications as being wrong laws have grown to make it illegal.
So no it is not legal any where or at any time.
On the other hand.... no seriously a second question is if you are for example from the same sperm doner as your sister. Is it illegal if neither know the source of the sperm?
With regards to axe murders, probably not, but physical deformations? Erm look at the royal family. - Sorry me bad

The Pitcairn island in the South Pacific is the main one I can think of. All the people who live there are descended from the "Mutiny of the Bounty" and pretty much all have the same surname. Recently there was a big scandal because it was believed they were all having relations with the kids - big scope for inbreeding there.

In breeding is breeding within a tight genetic gene pool - for instance brother and sister 'mating'. No it is not legal. It is legal for 1st cousins to marry/procreate in many countries, but generally considered a bit close by many! Yes inbreeding can have a detrimental effect on IQ, personality and general health. It does still happen in all sorts of places - but is generally considered a taboo subject.

The Old Testament sets the bounds of marriage. Within those bounds marriage is illegal. There is good evidence to suggest such marriages produce children with physical and or mental problems. Check the Bounds of Leviticus.
