Sorry Craig, but not San Francisco for walking. Those hills, oh my aching feet.
Boston fills your requirement to a T.
It is a city full of history and the beautiful old architecture that goes with it.
It's easy walking, with much to see.
I have found a site for a company that offers guided walking tours of Boston (with photographic tips, no less):

~~ People watching (a fine pastime) is pretty good in any city but the absolute BEST city in the USA for that is Las Vegas.
Most likely because the city is filled with visitors from elsewhere, people whom behave differently (and sometimes badly) while on holidays.
You wont believe what you can see there on any given night.
