The line has an equation y = 0.25x + 2

f(4) = 3
f'(4) = 0.25

(4,3)and(0,2) are lied on the tangent line

m=(y1-y2)/(x1-x2)
= 1/4
=dy/dx
=y'

y=(1/4)x+c
at point (4,3)
3=(1/4)4+c
c=2

y=f(x)=(1/4)x+2

f(4)=3
f'(4)=1/4
