We have tiered pricing. Our pricing is not per minute, but per month with unlimited usage. I live in New Orleans, Louisiana, USA.
The lowest is dialup with the first 10 hours freee at 56k. After 10 hr it is $9.99 usd for unlimited use.
There are several that are $4.95\mo unlimited access, for dialup.
For HSI (High Speed Internet) it will range from $19.95 to $120 per month.
The $19.95 to $29.95 is for ADSL or Cable lite. That is 128\128 Kbps to 512\128 Kbps bandwidth.
The upper end is for 12+Mbps and a static IP which will allow hosting web content, such as http, ftp, smtp.
I have ADSL lite through BellSouth for $24.95\mo at work. The bandwidth is 256\128Kbps and a dynamic IP address.
I have Cox Cable internet for $41.95\mo at home. It has 6Mbps\768Kbps of bandwidth, also with a dynamic IP address.
Both offer a static IP for an addional $5\mo.

In our country (in Azerbaijan) cost of the Internet depends on the provider. A minimum 4 hours - 1 dollar

India: unlimited broadband (256 kbps) about 20-25 US$
dial up (there are many variations but ) : 1 Us$ for 4 hours - 1 US $ for 11 hours in night
