and How might the task force accomplish this activity? Should each member have an equal voice?

Ranking alternatives to a decision is primarily dependent on the importance of the decision being made, the problem being addressed, and what information you have in order to make a decision.

These questions seem to be out of a text book...I would look to that for your answers, first.

Other than a group having a leader with final say, it is best for a team to be all inclusive of it's member's input. While some input might be of small value...that small value may, indeed, save from a disaster. There are reasons why you chose the members of a group in the first place.

I would then look to a data base that has journal articles in it.
