If I turn off all the radiators in the house except this one - the top part warms up only.

Pressure release valve on the side isn't opening/is stuck. with the heat up, tap on it with something, replace it with the pressure/heat off and cold. It's supposed to release the cold air in the heater/ connecting pipe until it heats up as the Rad heats up and close, as the Rad cools it reopens from time to time till it heats up a gain, maintaining the heat, delicate and inexpensive piece, subject to corrosion.

Sounds like air in the radiator. There should be a vent spout somewhere near the top of the radiator. You will need a radiator key to open this spout unless it has a slotted groove for a screwdriver. Open the vent while the hot water is flowing through, (heat is on), using a pot or jug to catch any water that may come out. Keep the vent open listening for escaping air. Close the spout when a continuous stream of water appears.

There should be a petcock drain on the radiator, open that (use container of can or jar to catch water) and release air as I think it needs the air bled out to the system and drain until just water comes out. Be careful of the hot water , open the drain slowly and only enough to bleed it.
