in a non presidential system of govermnet (parliamentary system) ex Uk ?

and do magistrates change once a new party is elected??

Here in the USA, it is usually the governor of the state that appoints. It is ALL political. NOT that all of the judges are qualified as some are not. BUT again it all comes down to politics.
