As criminals go, not world leaders who may have authorized genocide, but strictly sticking to crimes, I'd say the most notorious would be Jack the Ripper. It's unsolved, very graphic and detailed, and folks in several countries have heard of him. If it just included America, then it's Al Capone. He was the most successful for a time, and had a part in, or ordered, hundreds of slayings, if not thousands.

Militarily speaking, this criminal has to be Heirich Himmler, He was the man who tried everything at his disposal to please his Boss Adolf Hitler, and arranged for Millions of Jewish people to be 'disposed' of. This, Just to impress a man whom he treated as a God, and worshipped his very being, Not bad for a man who was half Jewish himself, and such a great coward was he indeed...
Away from the military, I feel the greatest Criminal to ever appear in a courtroom for his sentence to be handed down, this was a man named Ted Bundy, a serial killer of a great many women, just to satisfy his sexual drive, a dreadful character, that was executed in Floridas Electric Chair a few years ago. Dr Harold Shipman must rank, surely. As a GP he was convicted of murdering (I think) 16 patients, but likely did in another 250! All for material gain.
