Rebooting is another word for Restarting.. so you dont need a CD.
Unless you're talking about REFORMATTING. Thats everything in your comp gets deleted.
I got my computer reformatted but i took it to a computer shop. The price wasn't alot so i guess you could do that. Or if you're lucky, you have a friend who knows Reformat and has a CD [I'm guessing you don't have the CD, like me~]

You never need a CD to reboot a computer. You can simply hit Ctrl-Alt-Del at the same time, or click on the "start" button at the bottom left of your screen, choose "turn off computer" and it will give you an option to reboot.

sweety u dont need a cd 2 reboot ur pc...just restart it when ever u want through d button!!! and if ur talkin bout formatting ur pc then u wuld require the cd to install the OS thats it......i kno might sound a lil confusing 2 u....lol

I think u mean boot.
u cn boot ur pc with booteble floppy disk which cn created on windows 98.
find a floppy disk and pc which has windows 98 on it,
go to control panel, add remove prog,startup disk tab
then create startup disk for u.
u cn boot ur pc with this start up disk.
