Please dont bother with jokes about buying them or by giving loads of dosh to the labour party, I need a serious answer, I'ts for a book I'm writing.

Who choses who becomes a peer? Is it the PM? or a member of the royal family? or a collection of people / committee?

Anybody in the UK can petition the government to suggest a person who you think deserves a title or O.B.E etc. You should include a summary of charitable work that person has done and people of good standing in the community that can vouch for them. My mum and her friends done it for a friend who ran 3 charities for 10 years and all he got was a O.B.E. You can also give large donations to national causes i.e The national Gallery.

You have to be appointed by the Queen for a life time peer. The other way is being born in a family of peer.
