I grew up in NYC and in most cases a blizzard would not shut down the schools - and delayed openings never occurred. Yet in New Jersey, flurries coat the road lightly with snow and we have a delayed opening.

they are worried about being sued. They do not want to take the chance of driving the school buses until they know the roads will be safe. Just get used to it and enjoy it.
