it appears that you are an amateaur fish breeder or maybe you just want to keep fish 'for fun'. the first thing you have to remember is that your fish have their problems too and there could be a hundred reasons why your fish are bahaving the way they are: (1) not used to lighting: the shop where you bought them from might not have good lighting. (2) they might be nocturnal fish which are active only at night.
it is mandatory that you first do a little background research about your fish and find out their natural habitat and feeding habits and try to mimic these as best as you can in your aquarium. or it could be a purely natural problem : your fish might both be males and it could be mating season. you never know what the problem is until you get down to the very bottom of it.in the meantime try to keep your fish alive and pay a visit to your fish dealer.

1. Simple answer,stop turning the light on(some fish don't like light)
2. I would suggest finding out what kind of fish you have in your tank. Some fish are bottom level creatures and not very active at all.

1. Fish don't have eyelids so a sudden bright light can shock them and make them go wacko. Turn on the light slowly, or turn the light in the room first, and then the aquarium light. That's wut i usually do. Your light may also be too bright, espeicially if you have nocturnal fish or fish sensitive to light, if you can, make the lights a little dimmer.
2. It really depends on the fish, most fish swim mostly in several sections in a tank. If your fish is a catfish, pleco or other bottom dwelling species, then it's normal. However if you fish is NOT bottom-dwelling, you fish may have a swim bladder problem or some other illness.

Turning on the light when the room is entirely black is likely to startle anyone. My fishlights only come on after sunrise, and only for 6 hours a day. The 6 hour a day rule helps prevent algae growth and the fish are much more active/peaceful in just the natural light.
The answer to your second question is really species related. Most fish like to remain near protective cover. Cichlids for the most part are bottom dwellers..

What kind of fish do you have in the tank? Many fish are bottom dwellers and stay at the bottom. Do they come to the top to feed? How big is your tank?

1) Buy some cool fish toys like a castle so they can swim into it when it gets too bright.
2) Buy a water filter because like the above person said, it could be due to poor water. You can get a water filter for the tank, or just filter the water before you put it into the tank.

fish are surprised and scared by bright light i suggest you ween them into it each day, maybe open a blind in your home to let in a little light for them, turn on a light in your house then turn theirs on. after a few minutes of each light to let them adjust. turning on a bright light randomly gives them blindness for a minute or so.
some fish are known as bottom feeders like my korydoras, they never go up top except to feed. other than that the fish may be stressed. if he is get some quick cure in a bottle, change some of the water and raise the temperature up.
