Presuming you're in the UK, yes, dial 141 before you dial the rest of the number. Be aware that some people set their phones not to accept calls from those with withheld numbers.

I think it is different in different cities. In Anchorage, Alaska your just enter *67 and then the number you are calling and that will block your number. You can call your local phone company and ask them what number to use for your area.
