she was a strong leader because she restored alot of order to russia and implimented many instructions (wrote a pamphlet called the instrictions) that wouls ensure Russia's success. she eliminated traitors, establishes a strong economy, and the wars that were faught were strategic. And perhaps she was also emphasized, but why not? She ruled, literally.
