I want to say in a word (or as few as possible) that someone takes a gag off of someone else. The victim in the story was tied up and unable to speak, and then their mouth was freed.

Ungags is apparently not a real word. Is there a single word for this action in English? Do people understand what "ungags" means?

Yes, they do. It means "to untie an object of restraint from the mouth of a victim."

It has been used as a word in writing, films and prose since the early 1600's.
