it bcoz only metals possess free electrons which can transmit electricity, while nonmetal does not have this tendency of free electrons.
these free electrons moves randomly witin the metal when no potentil ls applied , oce the current is flown these electrons align themselves in a line and start moving opp. to dir of current i.e. from -ve to +ve conducting electricity.
