It means the cost of the room (bed) and the food (board). If it is "full board" it means that ALL meals are included. If it is "half board" this will include breakfast and dinner. You will have to cater for lunch.

It's a term meaning you rent a room from someone, in a house, guest house or at a hostel. There is only a community bathroom and kitchen. Your rent covers just the room and living expenses associated with it. Not like renting a suite or apartment.
