60 years of independence!!!!!!!!!
Have we developed the way we expected to?
why is it that mostly our democracy chooses the wrong leaders?Is it because every party is the same anyway?When will sincere&deserving people choose to take the responsibility?
Why has the problem of our country developing become greater than at the time of independence?
Why are so ridiculously most of our politicians old&even more most of them corrupt?

You mentioned the problem of leadership and governance, which is of course key but not sufficient to explain the rate of development of a country.

As far as I know, India holds also other typical hurdles to its development. Let's take two I know a little bit:

- The red tape and bureaucracy is embedded at all stages of the public services. This makes all investment more costly in terms of transaction costs. In Europe, you can create a legal company in 30 days and have to fill 3 formulas and meet 2 persons, I think for India it is rather 100 days, 12 papers, meet 6 persons etc. This is directly related to corruption, which is not often controlled by the political leaders.

- The social system of caste is not efficient and costs a lot as private initiatives are subjected to social origins. One dalit, even if he has a bright idea, will have more hurdle to achieve his project etc.

India should better take advantage to his geostrategi position, beside the fast growing China! Intitiave like providing software to China producing hardware are win-win solutions, but that can be managed by private persons, not necessary the State.

You have almost answered your yourself. Only the people of a country (we are talking a democracy here) can determine how fast a country develops. People are a country's greatest asset. If our leaders are corrupt they are usually a reflection of the wider population. There are so many countries around the world with corrupt and inept leaders. God help us.
