Gold fish do suck the surface of the water but not all day every day, however beta's are better known as air suckers.
Chances are you need to add more oxygen to the water. If your filter isn't pulling enough water to aireate the water, you will have to add an O2 pump. You can't have too much O2 in a tank. Also, if your tank has not been properly cycled, the nitrate levels could be too high. Check the water quality.
Also, do not overload a goldfish tank. Rule of thumb is 1" of fish, 1 gallon of water however gold fish should have a minimum of 2 gallons per inch.

You need to get a test kit for ammonia, nitrites, and nitrates. Chances are that one of these toxins has built up in your water. And air stone is nice, but you should really have a tank big enough for a strong filter for goldfish. With a good filter you won't need an air pump.
Don't get java moss, the goldfish will eat it and it is NOT a good oxygen supplier. Do you know how much moss you'd have to stuff in a tank to get good oxygen? Half a tank full. And people use java moss as an excuse not to clean the water, that's when the fish start dying off due to toxins in the water. Java moss does not clean the water.

Just feed your goldfish ONCE a day...not 3 times as someone above suggested...& get an air pump as they need more oxygen...

well yes, u r right. they r laking oxegen in the tank so u should go out and buy a air pump
also if they r doing it only when u walk in the room then they might be hungry and just waiting 4 u 2 feed them!
but i highly suggest u get a air pump!

That's what makes petting Goldfish difficult. If it is 'all time', then looks like there are two possibilities.
1. Either they are hungry and not properly being fed. Flakes three times a day is a good practice.
2. Water is not good. Check your filter.

if they do it some it is completely normal. they like oxygen as much as they like food. if you find them doing it frequently invest in an airstone or some java moss. java moss is a great oxygen maker. or just change the water more often.

pretty normal....if they are not swimming around a lot...you could check the water temperature...the water might be to cold....
