I don't know what a screw plug is, BUT, if it is a RawPlug, then get a thin screw and twist it in a couple of times.
Either wiggle it like mad with your hand or get a Claw Hammer and gently pull it out.

Job done.

Put a screw into the plug just far enough to grip firmly. Then get a pair of pliers or pincers at gripping the screw head pull. Another way is to again insert a screw so that it grips well then use the claw of a claw hammer to pull it out. Or if it is really stubborn use a drill slightly smaller than the plug and drill it to oblivion. You might need to change to a slightly larger drill bit to get the last traces away. If the walls are plaster board and there is a hollow behind then there will be a gripping arrangement on the plug. In this case push the plug through into the void behind. Now when filling the hole for painting, over fill with polyfilla so that when it dries it is still proud of the hole. Sand it down with a medium paper and it will then be perfect. If you try to finish of with a scraper while the filler is wet the hole will become concave as the filler will shrink when it as dry. I am a Painter and Decorator.

Assuming the plugs are in deep, screw in a long wood-screw and use a claw-hammer to lever the plug out. Place a piece of wood between the wall and the clawhammer to avoid damaging the wall's surface. If you are not re-using the plug-holes, you could knock the plugs further in, or drill out the plugs until they are below the wall's surface, then use plaster or filler to plug and hide the holes. To help avoid damaging the plaster around a hole too much, stick gaffer tape firmly over the hole and cut a cross in the tape to allow access to the hole through the tape.

Put a screw into the plug about a quarter of its depth, then get a claw hammer and put the claw end on the screw head and pull slowly.

put a screw in just far enough to get a grip of the rawl plug and then pull out with pliers

Screw in an ordinary screw..but only finger tight and then use a claw hamer to put out screw and plug together.

you put a screw into the whole hand tighten it then use pliers or claw hammer to pries out
