dont use wd40. it can damage your paint.
the best way is to get the bug and tar remover like said before. its cheap, and works pretty good. tar is overall annoying to get off though, which is why they use it for roads. good luck.

get your self some rubber glove, and pour some white spirit or diesel on a cloth and clean the tar. as soon as you clean wipe and wash off the tar and white spirit. after that you can use t-cut or polish to bring back the shine.

Go to WalMart in the automotive secton and get a can of Bug & Tar Remover. This works pretty good.

buy yourself some T-Cut from your local auto shop.
Its like bug remover and cut and polish in one. Where as with bug remover you have to go back over the paint with polish to seal the paint.
It will leave your paint looking like new again, and remove all the tar and stains, its what painters use to get paint reading for priming.
The T-Cut kind of desolves tar, bugs, stains etc, then when you polish it off it leaves the best wet shine.
But be sure to get T-Cut colour fast, not origional, cos with origional you need to put polish back over it.
you get T-cut colour fast in the colour of your car, so it fills in scratches and chips as well.
It restores old paint to like new, I swear by it, its the only cleaning product i use for my car.
You will not be dissapointed.

I've heard from a body shop you can use rubbing alcohol and an old rag. It won't hurt the paint!
