Awesome question!
I would take the best of every culture and religion, without the pressure of obeying customs nor traditions. I'd teach Karma in schools, and respect in the home. Instead of teaching about a God, I'd teach about the connectedness of all- the ripple effect- one thing effects everything...in time.
They'd eat like the Italians, work like the Asians, study like the Scandinavian (I met just a few and their education seemed higher than the rest), exercise like the Aussie sportspeople, avoid money like the South Americans and make movies like the North Americans. They'd be family orientated and the men would respect women much more than they ever had- women would even be the leaders, guided by love and compassion instead of ego and greed.
They would live to be happy, without material possessions, and respect the environment.
Well, they'd be totally different than anything on earth, without being alien. LOL
Tough to apply!

The belief system would be beleiving in Humanity as opposed to a supreme being. I think we humans underestimate ourselves too much. Values would be the usual ones, respect for one another, respect for nature included in those are punctuality, peace, collaboration etc.. (respect the other)
Customs and traditions is where you cannot simply invent a culture, because all customs and traditions spawn over time. It would be interesting to see what kind of customs such a culture would have dont you think?
Culture would be very important. It is a key to respect since the culture of the people will influence their decisions.
Bye

Imagine culture as peanuts and religion as butter. Peanuts are intertwined by butter to make it peanut butter. Without religion, it's hard to get the culture going. Religion imposes the rules on culture so that people follow it. Otherwise, it will be a bits and piece meal. Values, customs and traditions that form part of culture is ultimately derived from the religion.
Some of the cultures in the current world are strong because their religions are strong in those areas. Those religions that are weak will get wiped by another which will eventually destroy the culture. Take the examples of Indonesia, Afganistan, Pakistan etc., that were predominantly of Hindu religion. They have been overtaken by Islam. Even now in Indonesia, they sing and enact the songs of Hindu mythologies (unknowingly) but that's hardly a culture.

My culture would be believe in the scientific advancement of understanding and caring for the world around them, with polite customs and traditions. The world will think of it like Canada, peaceful and well kept, although sometimes ridiculed.
However, there would be special occasions and dates on which the members of the culture are allowed to act like complete assholes, once every month, known as "*** whuppin Day".

For everyone to have the ability to be their true selves as well as allowing others the same freedom. So the customs and values would be up to the individuals to decide and little communities with be created over time as people tend to do.

Any "canned" culture of imposed specific "values" is called "fascism." But, for Utopian fun, I would like to live in a world of just children and old people, and close to nature. There would be no cultural absurdities such as clocks or neckties or shoes that pinch our feet or private ownership of land or resources. We would fish and sing and make flower arrangements. Just for Utopian fun.
