Character Map (WIndows XP) is found by going:

start -> All Programs -> Accesories -> System Tools -> Character Map

Those codes are used for HTML pages only, however, "& #169;" would mean the character number is 169. Again, if the space is omitted you will see the character itself in this html page (©).

The copyright symbol number is either & copy; or & #169;
It doesn't matter what font family or size. To get them to work, you need to take out the space after the & symbol. I needed to put them in for it to show up right.
