I'm undecided to take the board exams here in the Philippines since im going to the US soon, does it matter for employers to hire an accounting graduate without license in another country?

Then you will not necessarily need to have your Philippino CPA license. The issue is that your CPA does not transfer to the US as 1) Philippines and US GAAP are different and 2) governing boards are different. You will need to demonstrate that you know accounting to be a staff accountant (e.g. A/P clerk) and the Philippino exam will help show your experience, but it isn't required. However, you will need to be certified by passing the US AICPA exam in one of the US states and have your audit hours in order to sign off on the financials.
