For direct downloading high quality (170mb+) episodes
use
http://www.anime-eden.com/ -> you can sign up (it's free) to join their forums and be able to comment / review the anime in the anime page, which is here:
http://www.anime-eden.com/page/anime
you don't have to register to download i think, chobits is in the list
you may want to download a codec pack, like CCCP to ensure you can play all the files, eg. mkv / ogm files:
http://www.cccp-project.net/
Great Teacher Onizuka on the other hand is harder to find, as it is an old anime, and was licensed relatively early.
instead you would have to use an IRC client, like the sysreset version of mIRC :
http://www.sysreset.com/
and download it from a bot that serves it, it's very easy to download from bots in IRC
for example , #baka-anime @ irc.rizon.net
was where i saw GTO
http://www.baka-anime.net/
you may want to visit their guide to learn how to download from them:
http://www.baka-anime.net/guides.htm

Why download when you can just watch it on youtube? They've been pretty much translated and subbed or dubbed into at least 5 languages now.
