Same rules apply as to smoking cigarettes. Most hotels are non-smoking, so probably not.

Probably. Smoking in Amsterdam is about equivalent to drinking in the US. As long as you are not bothering anyone, no one cares. Just open a window so the whole floor doesn't smell.

I think not but there are some Coffee Shops everywhere for smoking.
