Yes you can deduct the professional tax you have paid to the mp govt or any state goverment from your income tax payable. If you are a employee then your form16 will contain a section on PT which has been detucted by your employer.

While you can deduct the PT from your income tax if the PT is more then income tax it is not refundable to you.

First of all the question asked by you is not properly asked.
If you are trying to ask whether there is any rebate allowed in the income tax for the payment of Professional Tax in Madhya Pradesh then the answer is that yes there is deduction allowed in the calculation of 'Income from Salaries' on actual payment basis. That is to say deduction is allowable in the year of payment.
