To put it simply..... the eyes defense in the case of irritation is to produce tears. Cold air is usually dry also. So having a combination of cold and dryness will produce tears every time.

Everything in the body has its balance, excessive dryness from cold air and wind makes the eyes which is a moist organ to dry up. the production of tears is an involuntary response to the imbalance created by the wind drying out the eyes.

the coolness might dry our eyes up causing them to tear up. and if its windy cold, that prolly makes it tear up too.
