You have to download an encoder/decoder software like LameFe. Look for it at http://www.downloads.com and make sure its description mentions MP3 to WAV.

If you have a fast internet connection, then you can use this free online file conversion: http://www.zamzar.com
Step 1. select the file that's MP3
Step 2. select WAV format
Step 3. email address
Step 4. hit convert button!

You can download software/freeware off of sites like www.download.com. Just search MP3 to WAV or MP3 Decoder.
CDex is a good one to use. Free of charge and no viruses
