Yes, definitely. I do a lot of hiring in the IT sector, and I pay a lot of attention to how well a resume is put together. It's your chance to market yourself, so it's worth spending some money to look your best.

Heck no! I would find a big company in my area sit down with the human resource director and ask for input. Better yet go to job fair and find one of those people and ask them if you can buy them lunch for some resume advice. The people who see those things all day know best what they are looking for. Most "professional" resume writers have no clue about what the job side sees. You may also get some advice on how to present yourself better. Network child, you will be glad you did!

Resumes rarely get a person a job. But a bad resume can keep a person from getting an interview for a job. Unless you are seeking a job in a highly complex or technical field (and you have extensive training and experience in that field) you can probably do your own resume with the help of on-line or print reference sources.

Best wishes and good luck.

It depends on the quality of your resources, but generally the criterion professional resume services use is similar they just put a little extra into the details. For example, improving on your choice of words, helping you identify more personal skills and then details like paper type and page set-up.

Yes. My wife has used a professional service and been quite pleased with it. It didn't cost that much, and this Lady has been specializing in this for years. The end product and result was quite satisfactory.
