All Countries seem to have there hands full. No matter where you are. Some may be slower but not as bored as the countries who seem to have it all.

Hey!
It's not about the busiest country, but the country with most busy people. And if you really want a sensible answer on this one, compare the growth rate of all the countries and you would really find the busiest country.
Accordingly, the current growth rates of various countries are:
China: 7+ %
India: 7.5+ %
Brazil: 6+ %
etc.
There are many more countries with growth rates comparable to these economies, but when you see the size of the economy, it doesn't come close to the huge economies in these countries.
As such, the more a country grows economically, the busier it is.
Much to the world's surprise, all the developing states of the world (USA, Japan, England, Germany, France etc.) have shown a slowing growth rate (below 3%) for the last one year or so.
These figures are highly dynamic and unconfirmed. Please see on the Internet for confirmed growth rates. The official release of growth rates are from the IMF - the International Monetary Fund.
Ciao!

Depends what you mean they're busy doing.
Colombia-busy being communist
Venezuela busy dealing drugs
China-busy making our crap
Russia-busy selling weapons to terrorists
Iran-busy making nukes
USA-busy arguing about what to do about all of the above
