There is this "is over of" method using proportions that someone showed me once. How does that work?

You take the qualifying number and divide it by the total number, then multiply the product by 100%.

A simple example:

There are 48 cars on a lot and 13 of them are blue.

Divide: 13/48 = 0.2708333.... We'll round to 0.27.

Multiply by 100%: 0.27 X 100% = 27%

27% of the cars on the lot are blue.

If you want to find out the percentage that 20 is of 100 for example, write the numbers as a fraction:
20/100=2/10=1/5 then divide one by five and the percentage is 20.
So if you want to know what percent X is of Y write it as a fraction, X/Y and divide X by Y the resulting dividend is your percentage.

Convert the decimal to percent

example: 5 is what percent of 20?

the "over of" method you suggest is possibly like this....

5/20 = x/100

since it is an equation, if we DO ANYTHING to it, we need to do the SAME thing to both sides, so it stays balanced, like a scale. Sorry if that is too pedantic. :-)

In this example, multiply both sides by 100 to try to ge the "x" alone.

100 * (5/20) = (x/100) * 100

doing the arithmetic...

5 * 5 = x

so 25 = x, and that is your answer!

5 is 25% of 20.

X% = X/100, by the definition.

Indeed, "percent" is surely derived from Latin for "per hundred", where "per" is itself Latin and means something like from, out of, or according to.
